Jay Scales is Is a 14-year veteran of the fire service and has a passion for public service matched only by his passion for software and web development. He started his post high school education at ECPI University, in pursuit of a Bachelors in Criminal Justice before deciding to follow his passion for software and web development. Mr. Scales took a targeted approach to gain knowledge and competency through a disciplined process of online training. With hours of training and experience he became extremely proficient in; JavaScript, HTML, PHP, VBS, Apache, JSON/XML, MariaDB, MySQL, & Linux.

Richard Lewis began his fire service career in Richmond, Virginia, January of 1998. He has served as; Firefighter, Lieutenant, Captain and Interim Battalion Chief of Administration. His formal education includes; Richmond Community High School for Academically Gifted and Talented Youth (1988) and Virginia Commonwealth University where he majored in Mass Communications before taking an internship in real-life. Mr. Lewis is currently completing his formal education, seeking a Bachelor of Fire Administration from Columbia Southern University. Over the years he has completed numerous corporate management and leadership courses and held management positions with such organizations as; Kinko's Graphics Corporation, Fed Ex as well as the City of Richmond. Armed with determination, the ability to diagnose the root cause of problems and excellent leadership skills, Richard Lewis has a proven track record of leading teams to success.

Her career has garnered invaluable experience through managing marketing campaigns across the United States. Dr. Glover serves as the President and founder of WiGL Inc and the CEO of Glover 38th St Holdings, LLS.

Dr. Glover has successfully directed and managed large-scale energy transfer programs for the U.S. military for over 30+ years. He served as a strategic technical advisor for the Federal Aviation Administration, numerous municipal governments, and private industry companies. Dr. Glover served 23 years in the U.S. Air Force, where he led high-tech acquisitions programs overseeing multi-billion-dollar space and special operations programs. He successfully helped create numerous start-ups and spin off for the Air Force. After retirement, he successfully positioned CPS Professional Services for acquisition in 2014.​

Dr. Glover founded Glover 38th St Holdings, LLC and currently manages over $10M in government contracts. Dr. Glover holds a Bachelor of Science in Business Administration from Mount Olive College, a Master of Business Administration from Cameron University, and Doctor of Business Administration from Touro University.​

The 10% StartEngine Owners' Bonus

Peerless Public Safety Solutions will offer 10% additional bonus shares for all investments that are committed by investors that are eligible for the StartEngine Crowdfunding Inc. OWNer's bonus.

This means eligible StartEngine shareholders will receive a 10% bonus for any shares they purchase in this offering. For example, if you buy 100 shares of Common Stock at $ 0.05 / share, you will receive 110 shares of Common Stock, meaning you'll own 110 shares for $5. Fractional shares will not be distributed and share bonuses will be determined by rounding down to the nearest whole share.

This 10% Bonus is only valid during the investors' eligibility period. With Regulation A+, a non-accredited investor can only invest a maximum of 10% of their annual income or 10% of their net worth per year, whichever is greater. There are no restrictions for accredited investors.

With Regulation Crowdfunding, non-accredited investors with an annual income or net worth less than $124,000, are limited to invest a maximum of 5% of the greater of those two amounts. For those with an annual income and net worth greater than $124,000, he/she is limited to investing 10% of the greater of the two amounts.

At the close of an offering, all investors whose funds have “cleared” by this time will be included in the disbursement. At this time, each investor will receive an email from StartEngine with their Countersigned Subscription Agreement, which will serve as their proof of purchase moving forward.

Please keep in mind that a company can conduct a series of “closes” or withdrawals of funds throughout the duration of the campaign. If you are included in that withdrawal period, you will be emailed your countersigned subscription agreement and proof of purchase immediately following that withdrawal.

StartEngine assists companies in raising capital, and once the offering is closed, we are no longer involved with whether the company chooses to list shares on a secondary market, or what occurs thereafter. For Regulation Crowdfunding, investors are able to cancel their investment at any point throughout the campaign up until 48 hours before the closing of the offering. Once your investment is canceled, there is a 10-day clearing period (from the date your investment was submitted). After your funds have cleared the bank, you will receive your refund within 10 business days.

Refunds that are made through ACH payments can take up to 10 business days to clear. Unfortunately, we are at the mercy of the bank, but we will do everything we can to get you your refund as soon as possible. However, every investment needs to go through the clearing process in order to get sent back to the account associated with the investment.
